Mr. SHADEGG introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Enumerated Powers Act'.

SEC. 2. SPECIFICATION OF CONSTITUTIONAL AUTHORITY FOR ENACTMENT OF LAW.

(a) Constitutional Authority for This Act- This Act is enacted pursuant to the power granted Congress under article I, section 8, clause 18, of the United States Constitution and the power granted to each House of Congress under article I, section 5, clause 2, of the United States Constitution.

(b) Constitutional Authority Statement Required- Chapter 2 of title 1, United States Code, is amended by inserting after section 102 the following new section:

`Sec. 102a. Constitutional authority clause

`Each Act of Congress shall contain a concise and definite statement of the constitutional authority relied upon for the enactment of each portion of that Act. The failure to comply with this section shall give rise to a point of order in either House of Congress. The availability of this point of order does not affect any other available relief.'

(c) Clerical Amendment- The table of sections at the beginning of chapter 2 of title 1, United States Code, is amended by inserting after the item relating to section 102 the following new item:

`102a. Constitutional authority clause.'.

It would be so simple if Mr. Obama would just released the documents that PROVE that he is a "natural born" citizen as is required by the Constitution. Mr. Obama could put the issue to rest by releasing his ACTUAL BIRTH CERTIFICATE, ADOPTION PAPERS, and PASS PORTS, but he WON'T!

Instead, Mr. Obama has spent a million dollars to keep these documents from the public. He has teams of attorneys all over the country, fighting "tooth and nail" to thwart the efforts numerous law suits to force him on this issue.

Why doesn't he just prove his Constitutional eligibility to hold the highest office of the United States of America by providing ACTUAL BIRTH CERTIFICATE, ADOPTION PAPERS, and PASS PORTS? The obvious reason is that Barack Hussein Obama does not have the simple documentation needed to prove that he is a "NATURAL BORN" American citizen! Furthermore, he would incriminate himself for the fraud of usurping the highest office of the land!

Every patriotic citizen of these United States ought to feel compelled to demand that Mr. Obama produce HIS ACTUAL BIRTH CERTIFICATE, HIS ADOPTION PAPERS, and HIS PASS PORTS in order to prove that he is Constitutionally eligible to be President of the United States! If he refuese to do so it can only be because he is a fraud!

Barack Hussein Obama thinks he can make us STOP the lawsuit to force him to produce that certificate. DON'T LET HIM DO IT! His legal team is doing everything that it can, in a California case, to make sure that no one ever sees his actual birth certificate. But we're fighting back - we have filed an appeal of the California decision against us - but we can only do this with YOUR financial support!
